Right-of-Way Permit Requirements & Conditions
As of January 2024 ,the submittal process for ROW permits has changed. Please review all information prior to submitting a permit.
The City of Wood Dale utilizes a self-service portal, my.wooddale.com for all permit applications. You must create an account prior to submitting a permit.
Right of Way (ROW) permits are required for utility and infrastructure work within the public right of way.

Right-of-Way (ROW) permits are required for utility and infrastructure work within the public right of way. By applying for a permit and approval of a permit, you are accepting the following requirements and conditions. Failure to comply with these requirements may result in revocation of the permit and additional fees or fines.
If a franchise agreement is required, the signed agreement and payment must be submitted prior to the issuance of a permit. Franchise fees are due on an annual basis.
- Name and contact information (including a 24-hours contact) shall be provided to the City of Wood Dale Public Works Department.
- Contact JULIE and field-verify the location of facilities at the job site prior to the start of work. New installations under this permit must maintain at least 24” vertical separation and 36” horizontal separation from all City-owned utilities, except that at least 60” horizontal separation shall be maintained from all City water mains, unless otherwise in writing by City staff. Upon completion of JULIE locates and potholing, if the minimum required separation from the existing City main cannot be provided, applicant/contractor shall contact the City to discuss installation options before proceeding.
- Where construction activities are proposed in residential areas, 72-hour advanced notice shall be provided to residences in the vicinity of the construction work zones. Door hanger or other prepared notices shall be acceptable for use in complying with this requirement. Submit a sample copy of the notices used to the Public Works Department (to Maura Montalvo – mmontalvo@wooddale.com ) along with a listing of all addresses that received the notice.
- The permittee and the contractor(s) performing this work shall be responsible for the proper and safe protection of the work site at all times. The work shall be conducted in such a manner as to minimize hazards to vehicular and pedestrian traffic. Traffic and work site protection shall be in accordance with the Illinois “Standard Specifications for Road and Bridge Construction” and the Federal Highway Administration’s “Manual on Uniform Traffic Control Devices” (MUTCD).
- The applicant shall arrange for post-construction closed circuit televising of the existing sanitary and storm sewer facilities (mains and laterals/private services). The video footage shall be reviewed by the contractor and/or applicant, and any observed damage attributable to the subject installation shall be promptly repaired by the applicant according to the applicable standards; such repair work shall be made available for observation by City staff. If no damage is observed during review of the required televising, a fully executed Television Inspection Affidavit shall be provided by the application to certify that no damages occurred to existing sewers within the vicinity of the improvements. The executed affidavit and copy of the footage shall be emailed to Maura Montalvo at mmontalvo@wooddale.com.
- All by-products of directional boring operations (sludges, slurries, clay, etc.) shall be confined and property disposed of off-site in a manner that avoids illicit discharges to the storm structures and adjacent properties.
- No construction equipment or vehicles shall be situated on any City street in such a manner that blocks, or otherwise restricts access, without adhering to MUTCD requirements. All lanes of traffic shall be maintained throughout the proposed construction activities.
- All City streets shall be kept free and clear of construction debris, dirt, mud, or other materials associated with the proposed construction activities. Streets shall be swept on as as-needed basis, and as specifically directed by City staff when unsatisfactory conditions are observed.
- All excavations shall be immediately backfilled. No open excavations shall remain overnight in the public right-of-way. All disturbed areas shall be restored to as good or better condition that existed prior to the start of construction activities.
- A maximum of five (5) permit authorizations for projects involving underground installations for each franchise utility company should remain open at any given time. If five (5) permits remain open, and an application is received for a new permit, City authorization may be withheld on said application until one (or more) of the earlier permits has been closed out. The City reserves the right to increase or decrease the number of allowable open permits at tits sole discretion.
- Submit Right-of-Way (ROW) permit application through the City of Wood Dale’s Citizen Self-Service portal my.wooddale.com. Applicants will need to create an account to apply.
- After permit approval, review the permit requirements and conditions. If a 24-hour contact was not included in the permit application, email the appropriate information to Maura Montalvo at mmontalvo@wooddale.com.
- If a Franchise Agreement is required, the agreement and payment must be received prior to the start of work. Franchise agreements fees are billed annually.
- If construction is in a residential area, provide a copy of the door-hanger or alternate communication method to Maura Montalvo at mmontalvo@wooddale.com and include the list of impacted addresses.
- Following completion of work and televising of appropriate storm/sewer/lateral lines submit the completed affidavit and digital video to mmontalvo@wooddale.com.

General Notes:
- Approvals by other governmental agencies (i.e. Illinois Department of Transportation, DuPage County Department of Transportation, IEPA, etc.) may also be required prior to permit issuance. Verify these requirements prior to applying for a permit.
- Contact information for a general contractor and a 24/hour emergency contact.
- A description of the work, including type of utility, start and end date and time, square footage of disturbance and estimated cost of the right of way restoration.
- Certificate of Insurance and Project Drawings.
- Review turnaround time is typically 10-15 business days from time of application, based on volume of work.
