JULIE stands for Joint Utility Locating Information for Excavators.

What is the purpose of JULIE?
JULIE Inc. provides Illinois excavators and underground utility owners with a one-call message handling and delivery service dedicated to protecting underground utilities and the safety of people working or living near them.  JULIE neither owns nor marks any underground lines.
